How AI Is Rewriting the Rules of Power

Abstract This paper introduces and coins the conceptual framework of Vibe-Governance-how conversational AI restructures access and power in public policy. Just as "vibe-coding" made software creation accessible through natural-language interfaces, Vibe-Governance applies the same translation layer to policymaking, lobbying, advocacy, and justice. I define related terms-Vibe-Policymaking, Vibe-Lobbying, Vibe-Advocacy, and Vibe-Justice-and ground them in Ukraine-based pilots: AI-assisted court-decision analysis, legislative monitoring, EU directive alignment, and policy alerts. The central claim is dual: (1) conversational interfaces widen participation and compress policy cycles by making institutions explainable and editable in plain language; (2) without guardrails, they risk widening equity gaps, amplifying bias, and weakening deliberation. The contribution is a clear vocabulary, a practice-grounded framework, and an agenda for building governance at thought speed without sacrificing legitimacy.
